Conclusion:

50% Yes

We do have a written constitution in the UK which limits the power of the monarch and defines some rights for the people

However, under statute, the constitution can be interpreted as having been used to control the people rather than liberate them

But, the original Constitutional aspect of the Hypothesis IS supported by research
