A Freeman found that If a registered person with a registered address within a 'Borough' gets a parking ticket (PCN) within that 'Borough', the 'Council' will be very persistent in trying to collect their fines, because the 'Person' is bound by the rules of the corporation

 

 

A Freeman has found through experience that like a Borough, a 'City' is a chartered corporation and treats all its 'Registered Persons' as part of its corporation, bound by its rules

 

A district seems to be the least powerful type of council as it has a different corporate set up to the Borough and the City

'A Freeman's' view is based on real life experience of 3 different 'parking tickets' received in 2010, one from a District, one form a Borough and another from a City
